I could turn iCloud Music Library off, but then could no longer locally download Apple Music content to my iPhone or iPad. When I tried to do this, I got a message stating that if iCloud Music Library were turned on I could NOT manually manage my library! I guess I didn’t realize that by subscribing to Apple Music iCloud Music Library must be turned on, and is done so by default. I do this through the “manually manage” method to avoid having unnecessary extra copies synced.

I suppose this belongs in comments about Apple Music, but after I enabled the free trial of Apple Music 3 months ago, I went to add some files taken from my own cd library, ripped Apple Lossless format to enable a small portion of my personal music library to be played on my iPhone. Continue until you’ve added everything you want, then click Done, and iTunes will copy your music to your iOS device. Just click a playlist to select it, then drag it to the list at the right of the window. To add playlists to your device, click Playlists in the header bar you’ll see the playlists in a sidebar to the left. It makes it easier to find items by genre, artist, etc. I have the Column Browser displayed in the above screenshot you can do this by pressing Command-B. You can select items from the My Music list and drag them to the right-hand column.
